Background
and context LINKAGES project partners were collecting individual-level outreach, testing and referral data using paper-based forms and occasionally unstructured documents (journals. notepads, scraps of paper, etc.). The reliance on paper-based data collection tools and the use of unstructured documents, creates room for errors, and omissions, which makes data susceptible to compliance risks. Implementation An electronic version of the standard paper-based form (Livro de registo
de ATSc) used nationally for reporting against HIV testing and counseling
was adapted for MDC, and deployed to the phones for use in the field. To enable peer educators quickly and easily construct a client-generated
